Notice of Bond Release

In accordance with KRS 350.093, notice is hereby given that Alden Resources LLC, 332 West Cumberland Gap Parkway, Suite 100, Corbin, KY 40701, has filed for a Phase II & III Bond Release on Increment 1 of permit number 861-0557 which was last issued on 11/14/2020. The application covers an area of approximately 34.65 acres located approximately 0.1 miles northeast from KY 1809 junction with Hubbs Creek Road and located 0.27 miles southwest of the confluence of Hubbs Creek with Sugartree Branch and located 0.1 miles east of Bryants Store in Knox County Kentucky.

The bonds now in effect are as follows:

Increment one (1) is a Surety Bond in the amount of $ 40,300.00. Approximately 100% of the original bond amount of $ 110,300.00 is included in this application for release.

Reclamation work performed includes: Backfilling, re-grading, topsoil replacement, and drainage control including soil preparation and initial seeding and mulching in accordance with the approved reclamation plan, completed October 2020.

Written comments, objections, and requests for a public hearing of informal conference must be filed with the Director, Division of Field Services, 300 Sower Boulevard, Frankfort, KY 40601, by 11/25/20223.

A public hearing on the application has been scheduled for 11/28/2023 at 9:00 am the Department for Surface Mining Reclamation and Enforcement's Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro, KY 40965-1229. The hearing will be cancelled if no request for a hearing or informal conference is received by 11/25/2023.

KCEOC’s Board of Directors will be examining potential conflicts of interest for the Weatherization Program. The Barbourville Housing Authority has developed documents for the Annual Agency Plan process for the Fiscal Year beginning Apil 1, 2024 and Five-Year Capital Fund Program budgets in compliance with current HUD regulations. It is available for review at the Authority's Office located at 105 Lake Ave., Barbourville, KY. Office hours are Monday-Friday between 7:00 AM - Noon, and 1:00 PM to 4:00PM. A public hearing will be held on November 28, 2023 at the Authority's Office at 10:00AM.

PUBLIC NOTICE

The City of Barbourville intends to apply for a $1,000,000 FY24 Environmental Protection Agency (EPA) Brownfield Multipurpose Grant. A brownfield site is a real property, the expansion, redevelopment, or reuse of which may be contaminants, controlled substances, petroleum or petroleum products, or is mine-scarred land. If awarded, funds will be used to conduct cleanup activities at 116 Knox Street, Barbourville, Knox County, Kentucky. The Phase I and Phase II Environmental Site Assessment Reports are available for review at the Barbourville Municipal Building during regular business hours. Remaining grant funds will be used to conduct Environmental Site Assessments of other properties and develop a revitalization plan for the Downtown Business District. The public is invited to recommend sites for assessment or suggestions regarding potential redevelopment of sites.
