Two charged with sexual abuse of a minor

Two individuals have been arrested in an investigation into alleged child sex abuse. In a statement posted to the Barbourville Police Department Facebook account, Chief Winston Tye announced the arrest of two people for possession/production of child pornography, rape first degree and other related charges.
An investigation by BPD Sergeant Adam Townsley revealed probable cause of the charges and arrest warrants were obtained for Raven C. Broughton and Steven M. Carter. Carter was apprehended in Stanton, Tx. And Broughton was arrested and lodged in the Knox County Detention Center. Carter will be extradited back to Kentucky to face his charges.
Due to the sensitive nature of the case, no further details of the investigation will be released at this time, the statement shared.
Charges for Broughton and Carter both include rape first degree, incest, possession of matter portraying a sexual performance by a minor – under 12 years of age and use of a minor in a sexual performance under 16 years of age.
The investigation is ongoing by Sgt. Townsley. He was assisted by SRO Glenn Taylor, Officer Colby Patterson, Sergeant Eric Martin, Texas Department of Public Safety, Knox County Victims Advocate Renia Owens and the Kentucky Department of Community Based Services.
